I'm a news buff and found an archive of cnn video clips from their old site. Anyway found a short clip from the news of Welles' death if anyone's interested.

Interesting find, but, THIS is the clip that CNN archived? Seems kind of mundane, not much real information, and the actual visual material is BORING. I guess I've become too spoiled by the way "Access Hollywood" or "Entertainment Tonight" would present it today. Yuck.

Yeah, I was kinda of disappointed that this short clip was all they archived. But then again, ALL the video clips on this archive site are short. My guess is because it was done in '98, back when most people had dial-up. Hopefully, they'll one day redo the site with longer and more clips.

As to the guy, from his comments and his presence, my guess is that he was with either the police or the coroner's office.
